PM takes charge, pushes FDI in retail, reforms - Business News ...

New Delhi: Prime Minister Manmohan Singh has decided to press the accelerator on foreign direct investment (FDI) in various sectors and take forward economic reforms within weeks of taking charge of the Finance Ministry.

FDI in retail may be a reality by August 15 as the Congress-led United Progressive Alliance (UPA) Government, keen to end the policy paralysis, is working towards building a consensus on the issue. An indication to this effect came on a day when Tata group Chairman Ratan Tata called for an urgent need to push reforms and the Prime Minister's Office (PMO) ordered simpler security clearance for projects and set up a Project Clearance Board under the Cabinet Secretary.

Manmohan Singh has started taking steps to speed up project clearances just days after US President Barack Obama pushed him on reforms. He has decided to push for reforms and speed up growth after being severely criticised for failing to take action to arrest economic slowdown.

Sources say that the Cabinet is also likely to take up the issue of FDI in domestic airlines. FDI decisions that need only executive approval will be pushed promptly as a part of the reforms process.

The government is keen on cutting down subsidies. Sources say Economic Advisor Kaushik Basu's proposal to fix subsidy cap of Rs 5 on diesel is being considered.

The Finance Ministry has been reportedly asked to come up with a specific plan to control fiscal deficit.

The Project Clearance Board, set by the PMO on Thursday, will review and issue one-time clearances and will have representatives from the different ministries, including those of Home, Defence, Environment and Forests, Commerce, Coal, Space and other infrastructure and energy related Ministries/ Departments.

Earlier, Ratan Tata said that the Prime Minister must restore government credibility and place the country on a growth path once again by implementing promised reforms.

The Chairman of the $100 billion conglomerate also hit out at the Opposition, media and "some members of ruling party", saying it is "grossly misdirected" to single out the Prime Minister and blame him for the economic woes that the country is facing at present.

"Now is the moment in time our Prime Minister must break convention, restore government credibility, place the country on a growth path once again by implementing promised reforms, removing roadblocks to growth and controlling crony capitalism," Tata tweeted.

He said "government action has been too little too late" as India has lost growth momentum over the past 12 months with investment confidence declining and inflation soaring.

"...but to single out and blame the Prime Minister is grossly misdirected," Tata tweeted, saying he was "depressed to see the attacks on India" and "felt obliged to express my feelings".

Throwing his weight behind Manmohan Singh, Tata said: "It is sad and unfortunate that in the past few months the Opposition, the media, some private citizens and even some members of the ruling party have mercilessly spoken and written about our Prime Minister -- a person who was the architect of the '91 reforms, which brought economic prosperity and international recognition to our country."

They have also chosen to overlook the fact that this warm-hearted Prime Minister has led our country with great personal dignity and integrity, Tata added.

Annan and Assad agree political approach for Syria

DAMASCUS (Reuters) - U.N. peace envoy Kofi Annan said he and President Bashar al-Assad agreed on Monday on an approach to Syria's conflict that he would now take to the opposition, and he flew on to Iran for talks with the main regional ally of Damascus.

The former U.N. secretary general is trying to rescue his six-point peace plan, which was worked out with the Syrian government and rebels in April but faltered because the ceasefire it was supposed to begin with never took hold.

Major powers agreed at a meeting with Annan on June 30 that a transitional government should be set up in Syria, but remain at odds over what part Assad might play in the process.

"I just had a positive and constructive discussion with President Assad," Annan said before leaving for Tehran.

"We agreed an approach which I will share with the opposition," he told reporters in Damascus. He gave no details, but again stressed the importance of halting violence that has killed over 15,000 people in 16 months, by an opposition count.

Syrian Foreign Ministry spokesman Jihad Makdissi said in a Twitter message: "In both meetings we reassured Annan of Syria's commitment to implement the 6-point plan and hoped (the) other side is mutually committed."

In a TV interview on Sunday, Assad said he remained committed to Annan's plan and accused the United States, Saudi Arabia, Qatar and Turkey of supplying arms and logistical support to insurgents fighting to end 42 years of Assad family domination of the pivotal Arab state.

"We know that (Annan) is coming up against countless obstacles but his plan should not be allowed to fail, it is a very good plan," he told Germany's ARD network.

"The main obstacle (is) that many countries don't want (it) to succeed. So they offer political support and they still send armaments and send money to terrorists in Syria," Assad said, according to a transcript of the interview, held in English.

SECTARIAN RIVALRY

Syria, led by members of the Alawite sect related to Shi'ite Islam, has alleged that the Sunni Muslim-led Gulf monarchies are backing unrest among its Sunni majority to check Shi'ite influence in the region, notably that of Shi'ite Iran.

Russia, which has thus far defended Assad from the threat of U.N. sanctions, said it would not deliver Yak-130 fighter planes or other new arms to Syria while the situation there remained unresolved.

"While the situation in Syria is unstable, there will be no new deliveries of arms there," Vyacheslav Dzirkaln, deputy director of the Federal Service for Military Technical Cooperation, told journalists at the Farnborough Airshow in Britain, according to the Interfax agency.

The refusal to send more arms to Syria - such exports date back to the Soviet era - may be the most pointed move yet by Moscow to distance itself from Assad as rebels gain some ground and the death toll climbs.

Annan's plan calls for an end to fighting by government security forces and rebels, withdrawal of the government's heavy weapons from towns, return of the army to barracks, humanitarian access, and talks between the government and opposition aimed at a "political transition".

Opponents of Assad invited to Moscow for talks insisted that the political dialogue Annan is trying to initiate must start with a change at the top - a position that Russia rejects, and Annan's plan does not specify.

"The transition period must begin with Assad's departure," said Samir Aita, representative of the opposition Democratic Syria Foundation. "A national government must be created, and in order to do that, an all-Syrian national conference, where all representatives of the Syrian population would express their opinions, needs to take place."

The main opposition umbrella group, the Syrian National Council (SNC), is also expected to take part in the talks. A senior member of the group said a delegation of 10 members led by the group's head, Abdelbasset Sida, will meet Russian Foreign Minister Sergei Lavrov on Wednesday.

"The delegation will ask the Russians not to be an obstacle in the way of any movement aimed at toppling Bashar (al-Assad)," said Mohamed Sermini.

FIGHTING GOES ON

Anti-Assad activists in Syria reported army shelling and clashes with rebels on Monday in Deir al-Zor, Deraa, Homs, Aleppo and a neighborhood of Damascus. Residents reported the sound of gunfire in the capital. An activist website said over 100 Syrians had been killed on Sunday, most of them civilians.

U.S. Secretary of State Hillary Clinton said on Sunday that opposition forces were growing more effective, and the sooner the violence ended, the better the chances of sparing Syria's government a "catastrophic assault" by rebel fighters were.

While Assad has faced sanctions and international condemnation over his crackdown on dissent, major Western and Arab powers have shied away from direct military action.

British Foreign Secretary William Hague said in a speech in the Netherlands: "We will continue to try to persuade Russia and China, but if the Kofi Annan plan fails no option to protect lives will be off the table."

Assad told his German interviewer he did not fear that he might share the fate of the Libyan leader Muammar Gaddafi, who was killed after capture, or Hosni Mubarak, the toppled Egyptian president sentenced to life imprisonment.

Assad said that most of the victims of the uprising were supporters of the government.

"From the list that we have, from the names that we have, the highest percentage are people who are killed by gangs, different kinds of gangs ... If you talk about the supporters of the government - the victims from the security and the army - are more than the civilians," he said.

Activists, who keep lists of names and dates of death, and Western governments say more than 15,000 people have been killed by forces loyal to the government, the great majority of them people who opposed the government and their innocent families.

Syria says more than 2,600 members of the security forces have been killed.

Tablets shipments to surpass notebooks in 2016: report

Shipments of tablets are expected to exceed those of notebooks in 2016, according to according to the latest NPD DisplaySearch Quarterly Mobile PC Shipment and Forecast Report.?

NPD's findings jibe with those from Forrester Research, which recently also cited 2016 as a tipping point year, when?tablets will become the "preferred?primary device for millions of people around the world."

Richard Shim, senior analyst?NPD DisplaySearch, said that in the company's report that?consumer "preference for mobile computing devices is shifting from notebook to tablet PCs, particularly in mature markets," including North America, Japan and Western Europe.

Notebook shipments will increase?from 208?million units this year, to 393?million units by 2017, NPD DisplaySearch said. In contrast, tablet shipments will jump from 121 million units this year to 416 million units by 2017, "for a compound annual growth rate of 28 percent."

What tablets have going in their favor are the "convenience-oriented features, including instant-on capability, long battery life and extreme portability," the research firm said, "making them a compelling alternative to notebook PCs."

The tablet outlook will also be bolstered by device that start to incorporate "multi-core processors, increasingly stable operating systems, growing app libraries and higher-resolution displays."

With Microsoft getting ready to bring touch-friendly Windows 8 to market this year, and?PC makers being?busy bringing out "ultrabooks," lighter and faster laptops, notebook PCs "are also evolving to meet the challenge" from tablets, NPD Display Search said.?(Msnbc.com is a joint venture of Microsoft and NBC Universal.)

The notebook PC market "will remain the largest part of the mobile PC market during the forecast period, accounting for 60 percent of mobile PC shipments in 2012, declining to 49 percent by 2017," the research firm said.

Open Laboratory 2013 - submissions so far

It is now expected by the science blogosphere that I post the full updated listing of all the submissions every Monday morning. This serves as a reminder for bloggers to submit their (and other people?s) posts, and to some extent prevents duplicate entries. But most importantly, it presents a growing listing of some of the most exciting work on science blogs. This is a weekly post where bloggers can discover each other and discover blogs they were not previously aware of. Thus it is also a promotion for all the bloggers involved.

The submission form for the 2013 edition of Open Lab is now open. Any blog post written since October 1, 2011 is eligible for submission. We will close the form on October 1st, 2012.

We accept essays, stories, poetry, cartoons/comics, and original art.

Once you are done submitting your own posts, you can start looking at the others?, including on aggregators like ScienceSeeker.org, Scienceblogging.org and Researchblogging.org.

(July 3, 2012) Tufts Medical Center researchers are developing a first-of-its-kind drug to prevent deadly blood clots in heart disease patients, without the risk of serious bleeding associated with current medications. The National Heart, Lung, and Blood Institute of the National Institutes of Health has just awarded the team led by Athan Kuliopulos, MD, PhD, a $10 million grant to start testing a drug based on this novel technology.

"If our study works, it's potentially game-changing and could become part of the standard of care for patients being treated for coronary artery blockages," said Kuliopulos, Director of the Hemostasis and Thrombosis Lab at Tufts Medical Center.

Heart disease is the leading cause of death in the United States. The new approach could benefit patients who have had heart attacks or who need cardiac catheterization procedures to prop open clogged arteries with a stent. These patients face increased risk for blood clots that can cause heart attack and death. To reduce these risks, patients are currently treated with anti-clotting drugs, which increase their risk of life-threatening bleeding problems.

In a study to be published today in the journal Circulation, Tufts Medical Center researchers have discovered a mechanism to inhibit the ability of platelets to form clots without increasing the risk of bleeding. The new approach uses pepducins, which are able to travel inside cells to block receptors and inhibit molecular pathways that stimulate clot formation. By contrast, most approved drugs block receptors on the outside of cells. If successful, this new strategy could lead to an entirely new class of drugs.

The pepducin, PZ-128, inhibits PAR1, a platelet protein that stimulates clotting. When added to human blood samples, PZ-128 appears to inhibit clotting without affecting bleeding markers. It also clears out of the blood stream within hours, which should reduce the risk of long-term bleeding problems.

"Anytime you have a new molecule that exploits a novel mechanism of action, it's very exciting and the benefit to patients is potentially tremendous,'' said Carey Kimmelstiel, MD, Director of the Cardiac Catheterization Laboratory and Interventional Cardiology at Tufts Medical Center. "A new technology that can inhibit platelet function without increasing bleeding would be enormously powerful."

The next step is to evaluate the safety and effectiveness of the pepducin in humans. The five-year, $10 million NIH grant will fund the early stages of drug development. Researchers will first conduct a Phase I clinical trial in healthy human volunteers to determine whether the drug is safe. If successful, the grant will cover a multi-center Phase II clinical trial in 800 patients.

The research is the result of a long-term collaborative effort between laboratory scientists and the clinicians in the Cardiac Catheterization Laboratory at Tufts Medical Center.

"These exciting advances would not have been possible without this strong partnership," said Kuliopulos. "It is critical for researchers to have an understanding and appreciation of the clinical issues and practical matters concerning the real-world application of the drug."

Netflix Subscribers Watched 1 Billion Hours Of Video In June, Or More Than An Hour A Day On Average

Here's more evidence that Netflix is slowly chipping away at traditional TV viewing. According to a public Facebook post by CEO Reed Hastings, Netflix subscribers watched a total of 1 billion hours of video for the first time in June. Do a little back of the envelope math, and that comes out to more than an hour of video per subscriber each day. The milestone comes as Netflix is trying to right the ship after a few missteps last year. After announcing plans to split apart and rebrand its DVD-by-mail service -- and then rescinding those plans -- the company lost subscribers in the last year's third quarter. Since then, it's been working to repair its brand image, and apparently succeeding.

Youappi, the cross-platform app distribution startup which competes with Fiksu, has secured $1 million in seed funding from undisclosed Angel investors. It's now launching its solution on Tappible, a monetization and engagement platform for mobile applications. 'Ted' outstrips 'Mike' in big box-office weekend

LOS ANGELES (AP) ? It's both a bear and bull market for Hollywood.

The bear is "Ted," Mark Wahlberg and Seth MacFarlane's comedy for Universal Pictures about a talking teddy bear, which opened as the No. 1 movie with $54.1 million, according to studio estimates Sunday.

And the bulls are baring it in the Warner Bros. release "Magic Mike," Channing Tatum and Steven Soderbergh's male-stripper tale that debuted a strong No. 2 with $39.2 million.

The two new movies were backed by a deep bench, with Pixar Animation's Disney fairy tale "Brave" holding up well at No. 3 with $34 million in its second weekend. "Tyler Perry's Madea's Witness Protection," the latest from the dependable breadwinner for Lionsgate Films, opened solidly at No. 4 with $26.4 million.

The four movies combined to keep Hollywood in the money compared to the same weekend last year, when "Transformers: Dark of the Moon" launched with $97.9 million.

"Ted's" opening was the third-highest R-rated comedy debut, behind last year's "Hangover 2" ($85.9 million) and 2010's "Sex and the City 2" ($57 million), but it was the biggest ever R-rated non-sequel comedy opening.

It was an equally big weekend overseas, where two huge franchises got a head-start on their U.S. openings.

The 20th Century Fox animated sequel "Ice Age: Continental Drift" opened with $78 million in 34 international markets, while Sony's "The Amazing Spider-Man" debuted with $50.2 million in 13 markets. "Amazing Spider-Man" opens domestically Tuesday for the Fourth of July weekend, while "Continental Drift" has its U.S. debut July 13.

Domestic revenues totaled $207.7 million, up 3 percent from the same weekend in 2011, according to box-office tracker Hollywood.com. That was quite an accomplishment, considering the Fourth of July fell on Monday last year, making it a long holiday weekend.

"It was absolutely astonishing that we're beating the same weekend a year ago given the enormity of the film, the big sci-fi blockbuster that opened then," said Hollywood.com analyst Paul Dergarabedian. "This played out like a holiday weekend without it really being a holiday weekend. It speaks volumes about the importance of having a wide variety of films in the marketplace."

The only one that didn't work among new wide releases was the sibling drama "People Like Us," which tanked at No. 10 with $4.3 million. A DreamWorks release distributed by Disney, the movie features Chris Pine (Captain Kirk of "Star Trek") as a man who gets himself into an awkward relationship with the half-sister (Elizabeth Banks) he never knew he had.

"Ted" stars Wahlberg as a guy whose stuffed bear magically came to life when he was a boy, the two growing up together to become slacker, party-boy roommates. Writer-director MacFarlane, the creator of TV's "Family Guy," provides the voice of the bear, while "Family Guy" voice co-star Mila Kunis plays Wahlberg's girlfriend.

The idea of a cuddly teddy bear combined with a foul mouth and MacFarlane's wicked sense of humor caught fire with audiences, who lifted "Ted" far beyond the opening of $35 million or less that Hollywood generally expected.

"In my heart of hearts, I just felt that everybody was starting to talk about this talking bear, and everyone loves Seth MacFarlane, people love his show," said Nikki Rocco, head of distribution for Universal. "And the marketing campaign did a great job of telling people how fabulous this picture is for an R-rated audience."

"Magic Mike" also far outstripped industry expectations. The weekend was a rare instance where two R-rated movies opened at Nos. 1 and 2, and it followed another unusual weekend where two PG-rated movies ("Brave" and "Madagascar 3: Europe's Most Wanted") led the box office.

Directed by Soderbergh, "Magic Mike" is inspired by Tatum's early career as a male stripper and features him as a veteran dancer who takes a newcomer (Alex Pettyfer) under his wing.

The beefcake factor of Tatum, Pettyfer and co-star Matthew McConaughey strutting their stuff had women packing theaters in a way that distributor Warner Bros. had not seen since its "Sex and the City" flicks. Female fans made up 73 percent of the "Magic Mike" crowds.

"'Magic Mike' just didn't have the brand that 'Sex and the City' had for so many years," said Dan Fellman, Warner's head of distribution. "The fact that it performed in the same vein was a great surprise."

"Brave" raised its domestic haul to $131.7 million and has added $26.8 million in its slow rollout overseas for a worldwide total of $158.5 million.

Filmmaker and star Perry's latest features outspoken Southerner Madea taking in a Wall Street guy (Eugene Levy) whose family is placed in witness protection.

The first Perry release in summer, "Madea's Witness Protection" earned 70 percent of its revenue from black audiences, down from the filmmaker's usual 80 percent, as funnyman Levy and co-star Denise Richards gave it more appeal among whites.

Like "Ted" and "Magic Mike," ''Madea's Witness Protection" did better than Hollywood anticipated. David Spitz, head of distribution for Lionsgate, said movie-going just seems to be in the air, especially considering the 100-degree heat gripping much of the nation.

"People don't want to be outside in a heat wave, so it's one of those weekends where benefited from the weather," Spitz said.

In limited release, Fox Searchlight's Louisiana story "Beasts of the Southern Wild" opened strongly with $169,236 in four theaters, for an average of $42,309 a cinema. That compares to an average of $16,705 in 3,239 theaters for "Ted."

The top dramatic prize winner at last January's Sundance Film Festival, "Beasts" is the survival story of a young girl living with her ailing, boozing father as a storm approaches the Delta wilds.

Estimated ticket sales for Friday through Sunday at U.S. and Canadian theaters, according to Hollywood.com. Where available, latest international numbers are also included. Final domestic figures will be released Monday.
